This particular post has been pending at my end for a very long time.
Many were repeatedly asking me how I managed to get NOC from Chennai for my bike. So here in the following para's you will find the procedures involved in getting an NOC from Chennai RTO. (I think for that matter any RTO).
Step 1: Getting NOC/Clearance from Police (CRB section)
In Chennai, this has to be obtained from the Commisioner' office at Egmore. There is a Crime Records Beareau where you have to submit your application and fees of 20Rs. This certificate is for the RTO to ensure that the bike is not involved in theft or any other police Case. The section is open from 10:00AM till 1:00PM. You require the following for application:
a. Enquiry Form (You will get a Xerox copy of this from the CRB section. Just fill the required columns).
b. Requestation Letter (Written in hand addressed to Commisioner of Police with ur From Address stating the purpose of NOC)
c. Copy of RC Book
d. Copy of Insurance
e. Copy of Driving License of the owner of the vehicle.
f. Copy of Residence proof. (Voters Id Card,Driving License, Bank Pass book, Ration card etc.)
For people of Non-Chennai origin the Bank pass book wud be fine enough.
You submit the application before 1:00PM you will get the clearance from CRB by evening 5:00PM.
Step2: Application for NOC to RTO
This is the tedious part in the whole process. My RTO office was at K.K. Nagar and it took me 2 days to complete the submission of application as I didnt have my PUC on day 1.
So once you receive the Clearance from Commisioner's office you have to take that along with some more forms to RTO office.
a. Form 28 in triplicate which contains the request to RTO. Make sure you attach a pencil copy of the Chasis in each of the form at top right hand corner. Form 28 is easy to fill and requires your name, the RTO to whom you are planning to transfer the bike, Engine Number,Chasis number, Insurance time period(Usually lifetime for 2 wheelers). If you have not cancelled the hypothecation make sure that you get the clearance from the bank or financier in this form.
b. Clearance from Commisioners office.
c. Original RC book.
d. Copy of PUC Certificate.
e. Copy of Insurance.
f. Authorisation letter if somebody else is going to collect the NOC for you.
After making sure you have the all the above said documents go to the RTO office and submit the fees at the counter. I guess it was either Rs 500 or Rs 50 However the figure is not more than 500.
In K.K Nagar RTO office the fees is accepted only at Counters 2 and 3.
The clerk over there wud give u a receipt and take this to the Tapal section along with all documents and give it over there. Also fix a 5Rs court stamp on the one of the form 28's and another worth 2Rs. opn the authorisation letter. The guy in tapal section is immediately onto the left of the counter where you paid the fees at KK Nagar RT Office. This completes the submission procedure.
Step 3: Collecting NOC
Based on the registration number of your bike, the records section at RTO would vary and your application goes to the first floor records section. Once each and every details is cross-checked by authorities, you will get your NOC.
For me it took nearly 1 week to get NOC in hand. A major delay was due to the public Holidays in Easter weekend. However if your records are clean you may get ut in an afternoon.
So that sums up expedition NOC.
Now pretty soon I am gonna write the follow up for this section - Getting new registration after getting noc.

The initial process was a failure, thats why a separate project was started to do the damage control - "Episode NOC". This project was completed within 1 week and no agents were contacted for this.

The PUC can be obtained from any pollution test centres nearby. When I was there (nearly 2 years ago), there was one near the KK Nagar RTO office. And the pencil prints can be made by you. What I did was, I took a plain paper, kept it over the chasis marking and made the print (Just criss-crossing on paper). Then I stuck it on top of that application form.

If you are planning to go directly, then after taking left from signal at Spencer in Mt Road, Take the right to Egmore. Go straight, it comes immediately after the first junction. Ask for Commissioner's Office. You wont miss it.

The Crime Branch Office has been shifted to Chinthadari pettai, Arunachalam Street, near EION CHURCH, near by railways station.
Thank You Navi. Hope you have a faster Part-2. Make sure you get all the necessary documents for Part-2, it differs from place to place. But ideally you need a signed stamp paper from Notary (format will be available in local RTO), 2 application forms (forgot their numbers) and the originals of Insurance and RC.
Again you will have to wait a minimum of 90 days for the process and there is a final hearing where you have to go in person to sign a document.
